The following is the adopted Windham County Emergency Plan, as related to the Connecticut State Fire-Rescue Disaster Plan.  Each county is responsible for developing a deployment plan to get a large amount of resources to a location in an efficient manner. 

The resources are broken down into Task Forces and Strike Teams, based on the accepted NIMS definitions.  The Task Forces are broken into Heavy and Light Categories (Heavy – 4 engines, 2 ladders and 1 rescue, Light – 3 E, 1L, 1R) Strike Teams are broken down by resource type (Engines, Aerials, Tankers, Hose Tenders, etc.).  Each apparatus will be expected to respond with a minimum of 4 trained fire fighters under the direction of an officer.

The documents are divided into several categories:  The plan itself is labeled – Windham County Plan.  Please read this first.  It will clear up many questions you may have.  The county is divided into regions (North/Central/South).  Each of these regions has a list of Task Forces.  The Strike Teams cover the entire county.  When a Task Force or Strike Team is requested as part of the plan, dispatchers will contact the Chiefs and use the list to fill in the assignment.  If a unit is not available, the dispatcher will go to the next one on the list, until the assignment is filled.
